Time record tags: Allow pricing based on percentage set on time record tags

Under setup > tags > For time records, you can set a sum that will override the price on the project. The same option is now possible with a percentage. If the percentage is defined, this percentage will be added to the existent hourly rate on the project`s price model.

So basically, if the hourly rate set in the project is 1000 NOK , and you add a tag where 10 is set in the present-field. The price that will be invoiced is 1100 NOK. If you add a minus it should subtract, that is if you set -10 then 900 should be invoiced.
